I have a 4 month old male yorkie, when I bought him he was so cute black and tan smaller breed of yorkies weighing only 3 1/2 pounds now. Well i took him for his first haircut, asked for the puppy cut and she cut too much off, she said she would only take a fourth off well he had only about a forth left on. I was mad and upset to say the least. His under coat is silver will his black hair grow back out or am I stuck with the silver now? How long do you think it will take to grow back out? Will it be black?

All Yorkies are black and tan when born- few stay that way. Adult hair grows in gold or silver. It has nothing to do with the haircut. I doubt it would have stayed black anyhow. They all fade as they get older some sooner than later.
Being "stuck" as you call it, seems a bit harsh. Where did you get this dog? Did you see the parents? What color were they?
Maybe the groomer had a tough time with your puppy's first haircut. They tend to be very wiggly- or maybe he had too many matts to comfortably do what you asked.
The hair always grows back- too soon for some people.  8 weeks will show significant growth.
Sometimes it does not pay to try the bargain stores for grooming- you often get what you pay for, not much or too much as is in your case. Know thy groomer!!!!
