I choose shampoos for skin type rather than coat type. This is because to me, if you care for the skin and comfort of the dogs skin, a well nourished, properly fed dog will grow a proper coat and the hair will be of proper texture. If the dog is comfortable, it will not scratch and damage the coat.

If the dog has dry skin, use an oatmeal based shampoo, for normal skin, just a good pet shampoo will work well.
I like Kenetic shampoos best, and I also am fond of Bio-Groom shampoos and products.  
On this terrier, I would not use a conditioner unless you want the coat to be soft, coats on a Norwich are supposed to be hard, or crisp and conditioner will soften the coat.
The most important thing for a pet Norwich is to comb the coat thoroughly to remove undercoat and then shampoo with whatever agrees with the dogs skin.  Keeping the undercoat out will help the dog with shedding and dandruff problems.
