we had our shelties hair cut today, not shaved, but short. Will the hair grow back or not. should shelties hair ever be cut unless they are a rescue in bad shape. seems to me the top soft hair is gone forever because it's been cut off.

Shelties should never have their hair cut - IN MY OPINION. All that needs to be done is brushing and combing. If you want to thin it out there is a tool called a Mars Coat King that will pull out the dead under coat and leave the beautiful guard hair which is a water proof protection for a herding dog. Why did you cut your dogs hair? It is going to take at least a full season for it to come back.
These breeds have a double coat for a reason. You should have a real good reason to cut it down like you said - a rescue or some kind of neglect. It doesn't make them cooler in the  summer and they don't need a pattern set  so let it grow. Trim the butt, the belly, the feet and comb out behind the ears.
Shelties are meant to left au naturale.
