The toy poodle is 18 weeks.
I am currently going to puppy school at petsmart.
They suggested I coax him with treats while starting the walk. I see no improvement each time I take him out for a walk. He walks a little ways then quits.

I take my dog out for walks and end up dragging him or coaxing him with treats and still having problems. When I turn around to walk back to the house no problem the dog walks practically runs back to the house.

How old is he? It sounds typical of a young puppy, but usually they improve in time.  He may not see you as the leader.  Dogs see all the people and dogs in the household as a pack with each having their own rank in the pack and a top dog.  Life is much easier if the 2 legged pack members outrank the 4 legged ones.  You can learn to play the role of top dog by reading some books or going to a good obedience class. I am having a little struggle getting my 11 week old Lab Holly to move too.  What I have found works with her is to run in baby steps while calling her in a happy tone of voice.  And yes, at first, you may have to repeat it over and over.  

My Holly is a bit of a stubborn little puppy.  I met a professional from the service dog school this Tuesday and she agreed with me on that.  She also suggested I dig out the Gentle Leader they supplied with her.  It is a head collar.  The leading brands are Promise,  Haltie, and Gentle Leader.  They have a strap going around the dogs nose looking something like a muzzle.  They work by pulling the dogs head around.  No other way gives you such great control with so little force.  Be gentle with her.  Let her have her head turned when she pulls in any direction except walking with you with a loose lead.  I have had great success with them with full grown Labs, and look forward to holly doing better with hers.
