Answer
Hello Patricia,
This question is a bit advanced for me.  My advise would be to get professional help on this.  You should call around in your area and see if you can find the help of a Dog Behaviorist.  Contact your local Dog Trainers or ask your Vet if they have any recommended Behaviorists in your area.

I will give you a suggestion to see if it helps, but it comes from my own personal experience and from watching the Dog Whisper on the Discovery Channel and should only be done while aided by a professional trainer.
Cesar suggests stopping the behavior before it begins.  You need to stop your poodle from becoming aggressive before it starts.  You say that he goes into a mad frenzy and goes for either you or the other dog.  According to Cesar you need to correct your dog at the very beginning of him getting aggressive rather than letting him progress until he is frantic.  If you feel comfortable, you need to hold him down in the submissive position and make him submit to you before you let him up.  You need to assert your dominance over him rather than let him boss you around. You can find out more information about Cesar and his training methods by going to his website listed below:

I hope I have been of some help.  Sorry again for not giving a complete answer, but it is a bit out of my domain.
