I am buying a toy poodle, it looks red (it is 3 weeks old) and the breeder told me for sure it was an apricot.  how do you know?What do they look at on the baby poodle to determine? The mother of the baby was apricot, the daddy was white but his birth records said apricot, he is white,with a tinge of white on his ears that is all.

If you are not planning to breed it or show it, ask yourself if you find its color attractive.  If so, buy it.  If you are planning to breed it or show it, you are getting into areas beyond my experience.  Likely beyond where you should be coming to a general Q&A site for answers.  www.akc.org may have a discussion of the color of Poodles either on their site, or a site they link to.  They do have a discussion on responsible breeding.  Done right, breeding requires much more than just the proper color.
