my toy poodle is not growing his curly coat...

hi my name is olivia, and i have a 7 month old poodle amd he has waves on his hair and some curly hair on his head but his not getting curly... his hair on his legs is really thin, and his not growing a lot of hair.
however i have notice that his skin is dry i take him to the groomers to get a bath and a little trim but im staring to think that maybe his not full blooded or maybe his not going to get curly.
is this normal? or is there something i can do? please help ..

Relax a bit, your puppy is still just that, a Puppy.  He has puppy hair right now and that is part of a puppies charm.  When your puppy gets around 9-11 months old, he should start getting his adult hair in.  A Poodles adult hair tends to be more curly than the fluffy puppy hair.  
Now this is true in most cases.  Some Poodles tend to have a softer curl (such as Red or Apricot Poodles) and therefore their hair doesn't get as curly as other Poodles.  
One thing that you can do to help make your dog curly, is to give him a bath and NOT brush him after, just let him dry on his own.  This will help the hair curl up some.
