my 12 yr old pug has a hard lump on the right side of his neck. fairly large-does not seem to be affecting him, although not much does. We just noticed it over last couple of days

Lumps or benign tumors on older dogs bodies are very common in dogs and they tend to not affect the dog at all.  Some are fatty tumors that are under the skin, and others are fluid filled.  If the tumor is in a place that bothers the dog, they can be removed but sometimes they will grow back.  
Unless its bothering your dog, I wouldn't worry about it.  It has probably been there under the skin for some time and just now emerged where you could see/feel it.  
If you are concerned, watch it to make sure it doesn't grow.  If it is growing in size and quickly (getting bigger by the day) then you should call your Vet, but for now I think that it is probably just a skin tumor and won't cause your dog any problems.
