maltese potty problems

Question
We have a westie and a maltese, they are on a schedule and go out at the same time. While the westie will poop and pee outside, the maltese will only pee. We have a crate for him and even did the obedience class. When we got him from a previous owner she paper trained him. When we took him over he would just pull and shred the paper and still pooped in the house. I am at my wits end on how to convince him to pee and poop outside. When I come home I will find treat he left for me even when he was taken outside several times by members of the family.

Dont worry not all dogs pick training up straight away and some even do it for your attention can u believe!
Have you tried the potty training spray have  one accident ad in the house all times until he gets it! Spray the spray outside where he likes to sniff it has the same ingredients in as the pad then throughout the day pick him up and take to that spot if he tries to come in say go on and tell to go back out again keep doing this and as soon as you see improvement PRAISE PRAISE PRAISE maltese thrive on making their owners happy say yeah yeah good boy!!! make him feel loved and then come back in - at first there will be slight improvements and accidents will happen if he goes in the house dont shout or cause a fuss just say firmly NO with a dissapointing look and also remember to use odour and stain remover from a pet store for where he goes! as the scent will keep attracting him back and especielly if it has been on your carpet.
Please dont worry i know at the moment you must be thinking Why wont he learn! what am i doing wrong and getting frustrated but it is a graduall thing that will become second nauture and ypu will soon forget the problem ever existed. Also to avoid accidents a walk befor you go to work could help.
