My vet said not to worry because they are not attached to tissue die, muscles.  And I can attest to that.  Each one I can detect is "floating" in the skin layer.  What worries me is 1) Vet has been wrong on other things 2) tumors have increase ALLOT Buddy is now 10 3)  He now has one on his left hind toe that is for sure attached to something.   I love this dog like a child, and I have a child.  I know he won't be here many more years but would like to keep him around at least as long as possible.

Those tumors are fairly common.  I had a couple removed from my old Lab, and a new one promptly formed each time.  I sort of gave up and left a couple.  Keep an eye on them, perhaps making notes about where they are and how big.  get back with the vet if they change.
