That's typically more related to nerves than bladder control.  You might want to Google "submissive urination" on the internet.  If you haven't yet, enroll in an obedience class so that you can work on her training and socialization, which will really be the key to getting her past this.  

You may want to talk to your vet about this as well.  There are some cases where dogs spayed VERY early sometimes become incontinent, and you would just want to rule that out.  But my guess is submissive urination, and building her confidence will eliminate that.
