chews on the fence and whines

Question
my dog chews on the fence all of the time. even right after our walks right when i am out of sight she starts chewing again. I have tried putting Tabasco sauce and pepper spray on the fence to detour her but she just chews through it. recently i set up a sprinkler to spray the fence and that gets her to stop for a bit but i would like a long term fix. I can't have her inside and i do believe she is just lonely but i can't be out there all of the time . Is there anything that i can do? she is very well behaved otherwise.

She is probably bored out of her mind, and very lonely Siberians are a pack animal.
Get her things to chew on, new toys, a kiddie pool, a small sand box, Kongs or everlasting treat ball ect.
 You can also think about getting her a freind, that would make her a little bit happier about being out there. To her her pen is like a prison.

 It sounds like she is a good girl (she hasn't gotten out yet) and she loves you very much so you have developed a good bond. Now she just needs somone who can stay out with her (another dog) or things to chew on and do the pass the time.
