Dog prefers mulch, twigs and feces to holistic dog food

Question
My one year old neutered male Shih-Poo prefers eating mulch, twigs, leaves and feces over holistic dog food. I can occasionally get him to eat a small amount of his dog food late at night, if I soak it in warm water and mash it. My Vet doesn't have a solution to this odd behavior. I'm hoping someone has a solution, or at least an idea, as I am concerned his health is being compromised.

P.S. He is not underweight, he is actually a little chunky.
