golden retriever pup with obedience issue

Question
I have a 3 month old golden retriever who just doesn't let anyone sit peacefully and eat their food on the table.He is constantly climbing,pawing,barking and finally if all this doesn't work starts to bite.If we are eating anywhere else its even worse.If we scold and say "NO" then he starts to bark at us.

My issue is if we cant control him then its very difficult to have him around when we entertain guests.PLEASE HELP.
