Paper training

Question
My Pom is almost 2yrs old.  I'm a second owner for the past year and a half.  I've retrained him to go potty on a paper instead of outside.  He's been doing great for about a year and now he's going close to the paper instead of on the paper.  I have been keeping the paper fresh after each time he went potty.  I am getting frustrated because I can't figure out why he suddenly started to go outside the paper.  I've been taking him myself to the paper for the last couple of months to encourage him to go on it again, but he's been going outside of it (remember that the paper is clean every time).
I've also cleaned the area outside the paper well so he can't smell and feel encouraged to pee.
HELP!

You may have to go back some in your training time schedule as it seems your Pom has regressed just a bit.  Maybe widen the paper area a bit more? Maybe give the dog a little less freedom till they are going where you want.
