pees everywhere

My pom is going on 2 years old. He is a male and pees everywhere...he is paper trained and knows better, but does it anyway. I have tried everything! He has not been neutered, could that be the reason? He is smart, very loving, and I dont know what to do?

It is a very strong possibility that your boy is "marking" his things and that if he were neutered he would stop or at least be easier to train. :o) He is driven by hormones to "claim" his belongings.
