It can take several months for the testicles to come down, but I would probably be a little concerned if there was no sign of them at all at 8 weeks. It may be worth having the vet take a look the next time he goes in to see if they can detect anything. It won't affect him health-wise, of course - retained testicles should be removed at some point because they do have a higher chance of becoming cancerous, but it's a late-onset condition, not something that would happen in the first couple of years.
