Hi, I have an 8 year old peek a poo, in the past few months I have noticed that the skin in her genital and anal areas are becoming black. I do not know the cause of this. I was wondering if it had anything to do with her licking those areas constantly, or if there was another reason for this to happen.

That is probably exactly why it's turning black. One of the tell-tale signs we see on dogs that lick is that their skin is black and thickened at times. The pigment changes because the licking is like a constant irritation so the skin produces more melanin and thickens to protect it.
The real question is why is she constantly licking those areas?
Do you take her in to get her anal glands expressed once and a while? Usually if they are bothering the dog they will lick. They also lick if they itch from inhaled allergies, but that is usually all over the body.
You night want the vet to look her over and see if she is developing a skin condition such as seborrhea. That is one major reason dogs lick and their skin changes.The skin feels greasy too and has a tell-tale odor. There are shampoos and things to treat it with so you really should have your vet look her over.
