male dogs private wont retract

my 12 yr old mini chihuahua is neutered, and about 1/2 inch of his penis won't retract.  any suggestions?
he does not seem to have any other symptoms.

Is this a new problem or one that has been going on for a while? This condition is called paraphimosis and can be very serious if the penis swells up and cannot retract into the prepuce. The treatment is to reduce the swelling using anti-inflammatory drugs and lubriction. If the penis does not go back into the prepuce then surgery is indicated. This is typically an emergency situation so I would suggest you see a vet as soon as possible.
