Answer
Kittens very frequently catch respiratory infections that will also affect their eyes leading to redness, tearing and crusting.  These viruses are contagious so it is quite possible for the 7 month old to have gotten it from the new kitten.

As long as they are eating, drinking and acting relatively normal care for their eyes and like viruses that we get it will pass in time.  It sounds perhaps as though the younger kitten is getting better and now the older one is starting his phase with it.

The key is watching to make sure they stay hydrated by eating and drinking and that they seem in relatively good health.  There is no cure for the viruses, so it is just a matter of supportive care and letting the virus run its course.  If they stop eating and drinking or become too lethargic though, then it is time to bring them to your veterinarian.

Please note though that cats who have had such viruses can have outbreak later in life.  During times of stress you might suddenly see one of them get teary eyed again.  This is also relatively common.

I hope this helps.
