My dog Shorty hair is falling out , but this has slowed down and he stinks, medicated shampoo lasts only about a day, and he has dry scaly looking patches in some spots, but doesn't itch and seems healthy otherwise, any ideas?

Apologies for the delayed response.  I have been ill for a few days.  There are many possible causes hair loss and scales in dog including but not limited to parasites, bacterial infection, fungal infection, immune disease or endocrine disease.  

I would recommend bringing him in to you veterinarian.  He can do a skin scraping to try to determine the cause and an appropriate treatment.  Some parasites can also be contagious to humans, thus important to find the cause for this also.
