i am convinced my wheaten terrier is peeing in his mouth  or could it be his beard just gets smelly

Answer
While I know and have seen goats do this, dogs don't. His beard is smelly from the bacteria coming from his saliva. You can soap it up and wash it good a few times a week if he lets you. If he is older and hasn't had his teeth cleaned in a year then he needs that done too. That is very, very important to his health.
Trim his beard shorter if it remains a problem.
