Feed - goat grain, hay and free range in safe areas and fresh water.
Has - Lump on right side back towards hip, and looks to be retaining fluid just
behind front legs, and around the sheath. He has rubbed hair off his back over
the right side above the lump. No runny eyes or nose, no limping, no signs of
any punctures or injuries.

Answer
Could be a pasteurella infection, could be moldy feed or even bug bites. Also clostridium infections cause swelling like this.

Lump is more likely to be pasteurella then the swelling is. He should be seen by a vet for this. Any bacterial infection can be fatal if left untreated.
