My female pug is 4 yrs old she gets this bad rash on her belly last months comes n goes very itchy what can that be

Usually a rash limited to the belly is either a contact allergy to something she is laying on or a bacterial infection causing the redness and pimples.  Many dogs with a strong immune system can fight off a skin infection and it will go away.  See what she may be laying n and cover it with something that you can easily launder, like a sheet or a towel.
