I have a female shepherd mix who barks when I put her outside and disturbs the neighbors.  Which is more effective and which is more humane, a shock collar or a citronella collar?

       I feel that by far, the citronella collar is more humane, although not always as effective. Additionally some dogs will come to not even be affected by a shock collar. Depending on your dog and her nature would help to determine which would be best to use. Is she is easily corrected and gentler in nature? Than you will see more positive results using a citronella collar. However, if she is hard headed and determined than a shock collar may be the best solution.
        I have an aversion to the use of shock collars, but understand that if you are at risk of giving up on her, and getting, "rid" of her than; I will suggest any method that will prevent this. Besides, you do not want to have conflict with your neighbors who might not understand your situation.
        Finally, I am most curious as to why she is barking. The best way in solving most behavioral problems is to get to the root of the problem. Is she being provoked? Are your neighbors particularly noisy? Is she receiving enough exercise? Is she spayed? If not she may be in heat and looking for companionship. If she is not already spayed than look to have her so; to avoid any possible accidental pregnancies as well as helping in curing additional behavioral problems.  Regardless, try and provide her some creative toy options such as puzzle balls that dispense treats when she rolls them, or frozen ice blocks to gnaw on. Even providing her with another dog as a companion is a possible option. Is she provided with a supply of various toys to help get her from becoming bored? These are factors to consider.
Shepherds in general are avid barkers, hence the fact that they make such great watch dogs. But this has its down side as well, as you have come to find out. But there is hope, as there are many different ways to help correct the problem, shock and citronella collars, being just two of them.
