My new kitten in vomiting out blood.I am low on financial money and can't afford to go to the vet.

This is serious and you NEED to get her to the vet.  Kittens can dehydrate quickly and become anemic very easily from the bleeding.  The bloody vomit is usually from stomach ulcers and could be due to stress, infection (viral or bacterial) or severe infestation of parasites.  There is nothing that I can do to help you over the internet.   I would contact the people from where you got the kitten as well to find out if the other kittens in the litter are sick, or maybe they can help you with treatment.
