You know, I don't think there is a test kit that tests for chlorine-if there is I haven't seen one. If you use tap water, and it's a public water supply-you pay for it-then it will most likely have chlorine/chloramines in it. So you'd definitely want to use a dechlorinator. You can also usually get a list from your water company of the chemicals and amounts of chemicals in your water.
If you're on well water, I know some people who use a dechlorinator(some will also remove other metals) and some people that don't use anything. My old house I was on well water, and I didn't use a dechlorinator, and I had no problems. Best bet there is to have a water sample taken and sent out for testing.
