Question
I have a 20 gal tank with 16 black neon tetras and 2 skunk loaches.  Most of the tetras have small white spots that look like fungal growths (more than 1 / animal; about 0.5 mm in diameter).  Behavior seems normal - still schooling.  No deaths have occured.  Any idea what's happening?

It sounds like Ich but it could be another disease. If it is Ich, some Ich medicine will cure that.
The other thing it could be is Neon Tetra disease which will make the fish have abnormal swimming movements. Unfortunately, there is no known cure for Neon Tetra disease and it is best to destroy the fish.
