I have read a lot about the cloudiness and the cycling period, but I have also tested the Nitrate levels and ammonia levels in the water and they are both at zero. It is a 135 gallon tank that is a completely new set up. Should I go ahead and put some fish in to help with the cycling or should I wait until the water is clear. Please help. Thanks!

yes, add some fish the tank needs a bioload to engage the biofilter.
In a tank that size you could add a dozen fish of 2-4 inches with no problem.
This will cause the levels to rise and kick start the cycle.
Leave the water be as it will clear on its own, be careful with the amount of food you add.
