fish tank clarity

I have a 10 gallon tank with 5 4"goldfish and one bottom feeder. My problem is the water in the tank stays a couldy green. I completely emptied the tank and cleaned the rocks and all other tank items with a toothbrush then filled it back up and added a clean filter. In the first 24 hour the water clouded over whitish(normal) then with in 48 to 55 hours later the water cleared then began to turn green again! What can I do or is the tank we have to small for our fish?

I would go to some pet store and ask a person there that knows about fish and there water and ask them what the best product that there is out there to help keep the water cleaner. I am not sure what it is, but there are stuff out there for water that is like that.
