violet goby eating gravel!

I have a healthy appearing Violet Goby (dragon fish). The only problem is that he is ingesting the gravel in our tank! I feed him shrimp pellets, but never see him eat them. The scariest part, I can see the blue coloration of the gravel rocks he has ingested in his stomach! What is going on?

I still do not know much about the topic still.  I did find that you need brakish water and that thios fish needs a large tank(at least 24 gallons if its only that fish.)The rule of thumb is 1 inch per gallon.  Maybee he is acting weird because of this?
