HELP! lionhead query

Question
i have a lionhead who is about 1 year old. and i have noticed that he has developed a sort of bubble-ring around one of his eyes. he also doesn't seem to be as energetic as usual. he usually has a big appetite and is always very eager to eat, but now it seems like he's not as hungry anymore but he still eats.
last week, for only one day, my lionhead floated head down for a few seconds a few times, but he has stopped doing that ever since.
i soak his pellets in the water for 2mins and feed him pease every second day. and change the watr regularly every 2 weeks and make sure that the pH is all in balance.

please help me! is anything wrong ?

He may be developing a symptom known as "Pop-Eye". Here is a link to a good article on it;

The site is about bettas, but the problem is the same in goldfish. I hope he feels better soon.....
