Tropical fish just means that the fish come from tropical waters, i.e., basically warm waters found near the equator. Historically, people often meant tropical freshwater fish.
Saltwater fish that are kept in aquariums are almost always tropical. There are very, very few people that keep temperate (coldwater) saltwater fish because they require very specialized equipment (chillers) for the most part.
