QuestionI have a tank with two oscars. One is pretty agressive and frequently snipping and chasing the smaller one. I noticed today that the smaller one has one eye that is extremely bulged out. What can be the cause. It may have or had a touch of white fungus which we treated with quickcure. What can I do about the fish with the bulging eye?

I think you answered your own question. The cause is damage and stress induced by the larger cichlid. You need to separate them or the smaller one won't last much longer.
