It is a Pondmaster 1000 filter and, yes, I cleaned all the parts. Could it be that the hoses are clogged?

QUESTION: Hi Ron,
Just wanted to let you know that I solved the problem. A friend came over yesterday afternoon and we unclogged the hoses with the garden hose's water pressure. That washed out a lot of muck and yuck and now the water is running great again.

It sounds like you are getting way too much muck in the hoses. Consider putting some sort of prefilter over the intake so you won't have that problem again.
