sick fish,staying on top of tank

I have three parrot fish who have not been acting normal.I did just about a week ago change out some water but that normally does not seem to bother them at all.They are staying on top of the tank most of the time.Don't seem to be eating much.Not swimming all that much.The two smaller ones seem like they might be breathing differently but I could be wrong about that.What do you think it may be?

Hi Misti,
It seems to me that you must have a high ammonia level.  Please check your water to see if this is the problem.  Ammonia is the number one killer of fish. If you have ammonia, do water changes, 35% every day until your ammonia is down to zero.  Use a good water conditioner.  Sometimes too, it could be lack of oxygen, check this too.
