red cap gold fish

my pet stoe said my aquarium ammonia and nitrate was too high and sold me something to help correct it, but the also said my red cap has finrot and septacemia so i bought antibiotocs to put in the water.  i wnet home, changed 30% of their water, added the antibiotic, waited 24 hours, added another dose, waited 24 hrs, changed 25% water, added a 3rd dose...and now the rot appeaprs to be improving -but the fish is floating at the top of the water.  he's just sitting there.  now what's wrong???
