Question
I clean my 10 gallon tank once a week with a 3 quarter tank water change. I add 3 quarter to a half of recommended salt and tiny amount of fish bacteria (purchased at Pet co). My fish was fine, I have a good Whisper filter, keep cartridge up to date and a heater that keeps tank at 82. I have male & female betas in tank. One on each side of a perforated barrier. She has developed white cottony stuff I thought was ick yesterday when I could barely see it, today, treated for ick yesterday , there is more and looks like cottony fungus, especially noticable on her sweet face. Her appetite is declining and she mostly stays at bottom of tank. Male still appears fine. I don't think she has much time. I am ignorant about PH level, I clean frequently to keep ammonia down

Poor little thing. It sounds like she has an infection, either flexibacter (bacteria) or saprolegnia (fungus). Here are some web pages that will help you determine which one so you can treat her;
