Fish usually sleep at night and will sometimes rest during the day but they are normally eager to get moving once daylight comes. It sounds like he isn't feeling well. Make a 25% partial water change and see if that helps. I also need more information from you;

How big is the tank?
How long have you had the tank set up?
What kind of filter?
How big is your fish?
How often do you make water changes?
How much water is changed when you do make a water change?
Are there other fish in the tank?
What are they and how big?
What kind of food do you feed?
How often?
