white scum type stuff on golden fantail

My son got two golden fantails three days ago. One of them seems to have developed this sort of odd looking white whiteish scum, or it almost looks like fuzz, on it.  I was wondering what it was and if I need to do anything about it. Thanks.

Hi Heather,  
 It most likely is a fungus and could easily be the result of the other fish biting it.   How large a tank are the fish in?   If it is a small tank, you will need to isolate the fish.
