There are 4 or 5 babies in a small bamboo nest.  The adult birds are being very nurturing but the nest is plastered with poop on the inside.  Should I try to move the birds to another nest and clean up the first one.  Also, I wonder if I chould attach a platform under the nest in case a baby falls out when fledging.  The nest is high up in the cage.

It is best to leave the nest alone for now until you know if they are dedicated parents. Parents will usually keep the nest clean themselves but new parents sometimes don't. You don't want them to abandon the babies so it is best to leave it be.
As for the platform, you can if you want but if you don't catch the baby out of the nest soon enough, the poor thing will freeze to death
