Cage size for two and three

Would a cage thats 32 inches long, 22 inches wide and 38 inches high be large enough for two of three tiels?

Yeah. A cage that size would suit a couple of 'tiels ok. Always go as large as you can afford though. The bigger the better, when it comes to housing them. Always provide enough food/water cups for as many birds as you have. Just prevents bickering that way.
