Before I try and answer your question I would like to know, by curling upward do you mean that it has small pieces that appear flaky and are curling upward? Or do you mean that the entire cere is curling upward? I just wanted to be clear on the description before I try and answer.

A cere that is curling upward isn't normal in parakeets at all. I'm not sure what may be causing this and I've never had this problem with my pets. My advice would be to take him to the vet. Beaks and ceres are similar to our fingernails, sometimes they grow in ways that aren't normal. I have read about beaks that grew in odd ways being trimmed, maybe the vet can do the same with a cere. It's very important to let a professional deal with it, parakeets can bleed to death very easily if a vein is clipped. I wish I could have been more help, but I've never had an experience like this with my parakeets. Good luck with your pet.
