WHAT HEAT DO I NEED TO MAINTAIN IN MY HOME FOR MY COCKTIEL TO BE WARM ENOUGH AND WHAT TEMP IS TO LOW FOR HIM TO SURVIVE

Hello Cyndi and thank you for your post.
The room temperature that your bird is in should be maintained at between 69 and 75 degrees for your bird to keep warm enough.  Cockatiels are very hardy animals, but make sure that your bird doesn't have any drafts on it.  That would give your bird pneumonia and really make him sick.
Also, make sure that you do not use Teflon coated pans, as they tend to omit toxic fumes if they are over heated.  Cockatiels are also very sensitive to any kind of household cleaners, perfumes, scented candles, hair sprays, room fresheners, and so on.  These things can create a respiratory infection and kill your bird.
As for diet, your cockatiel can have most anything that you eat, but please do not keep him on an all seed diet.  This can make your bird fat and give him liver problems.  The foods that you bird can not have are;
Chocolate, Caffeine in any form, Avocados, Alcohol, Raw Potatoes (mashed is fine), Mushrooms, and Onions.  These can be fatal for a bird.
