thank you so much for that help, is it the same thing when he wistles a toon or not? because he does that a lot too, and i mean A Lot, atleast 2-4 time a day! FYI i also have a female cockatiel that live with him, and so when i hold him he does not cooperate with me, he is to worried about were his female is going, not intrested in getting held :( and i love him so much and i would like to hold him  its just he wont coopetate and he screeches :(

Hi again Sarah.
When he is whistling his tune, he is trying to get your attention.  Cockatiels( males in the wild) compete by who can whistle the loudest and the most melodic tune.  That is their way of calling for a mate.
My male has 2 females to choose from, one of which is his cage mate, but he still prefers to be with me.  Even though he calls for his cage mate when she is not there, he has "picked his person", and that is me.
Sniffles (my male cockatiel) screeches a lot too.  That's just what males do, and he will do this while sitting on my shoulder.  He has the type of personality that I can put my hand up to him and tell him that he's screeching in my ear.  Although he still continues to screech, he will actually stick his head into my hand so that my hand is sort of covering his head.  After a moment or two of telling him that he is hurting my ears, he quiets down a bit and starts to pant like a dog.
Take your cockatiel out of his cage several times a day and play with him.  He will love you more for it, and he'll be a lot happier too.  Set a routine every day to do this.  Birds like routines, but you have to make sure that you  are consistent about the routine or it will throw him off.
