My parakeet (budgie)

My parakeet is young and shell back away from me when i put my hand in the cage and if you pick her up shell kind of bite your fingers!!! Also we cant get her wings clipped because iff anything happens we want her to  be able to get away. Also she wont get up on to my finger i taught her the command up but shell only do it on a perch!!!!

Hello Kendall and thank you for your post.
Parakeets/Budgies are a bit harder to train than most other parrots.  Keep trying to coax her onto your finger, and when she does step up onto your finger, reward her right away with a few bites of her favorite treat, Millet Spray is a wonderful treat.
It's going to take awhile for her to get her trust built up in you.  Be patient, and consistent.  She'll come around to trusting you.
