Frightened Cockatiel

Hi I have had my first cockatiel for 4 months and he still will not respond to me and my family. He will not step onto our fingers or hands when we put a hand into the cage he will either try and nip it or he will run away as quickly as possible. The only time he comes to the front of the cage is when he is climbing down for food or a drink. We leave a light on for him at night to reduce the frightening aspect as i have heard that they get frightened of shadows. He does come out of his cage but will go to the highest point to keep away from us. What are we doing wrong we clean him in a different room every two days and then bring him back. We spray him every morning and he just shakes when the water hits him and comes for more we tried him with a bath but he would not go into it. He is left on his own during the day as we work so from 0900 to 1530 he is on his own 5 days a week.
please help we really like him but seems to be frightened of us.

Hello,
Some cockatiels are just not friendly. It really depends on their past. If you have tried being social with this bird, just take him to the vet to have his wings clipped, and put him on your shoulder. Let him walk around with you. Get him much more physically use to you. (By physically, I don't mean hurt him.) ;)
