Tortoises do not need night lights. In fact, I think they would have difficult sleeping with the light on.
During the day they need light. A broad spectrum light combined with a heat lamp (or separately) provide warmth, and the UV light they need so their bodies can convert vitamin D into its active form for strong bones. If they are in a dark room with little light coming through the windows, the light would probably help keep them awake too. It's very important.
