African Sulcata about 3 inches long

Hello, and thank you in advance for any help you can provide.
I was wondering, I just bought my little friend,and he seems fine accept when he just sits there sometimes he sort of pulses in and out of his shell. Is this normal? Otherwise, he seems really active and happy.

That is how turtles and tortoises breathe since they cannot expand their rib cage.
