Is my Japanese Reeves OK he ever since I bought him 2 months i wasn't sure if he was healthy but now I am thinking he might have a health problem he has white stuff around his eyes and legs. His shell is even a lighter color.

Hello this sounds like you need to correct somme husbandry issues. Do you have filtration in your enclosure? correct temps?
I saw your other question and i wonder if you were housing them together?
at the least he should see a vet for pests and a fecal float
